The United Kingdom and France to Deploy Military Personnel to Ukraine if a Peace Agreement is Reached

The British and French governments have formalized a declaration of intent concerning the positioning of military forces in the nation in the event a peace deal be made with Russia, the Prime Minister of Britain, Starmer, has stated.

After discussions with Ukraine's allies in the French capital, he said that the UK and France would "establish defense centers in various parts of Ukraine and erect secure installations for weapons and defense matƩriel" to discourage any future attack.

The coalition members also put forward that the United States would play the primary role in overseeing a halt in hostilities.

The Kremlin has on multiple occasions cautioned that any foreign troops in Ukraine would be considered a "legitimate target", but has not yet issued a statement on this recent declaration.

The Situation and Continuing Conflict

Moscow's leader Vladimir Putin began a major offensive of Ukraine in early 2022, and Moscow presently occupies approximately 20% of Ukrainian territory.

"This constitutes a crucial element of our vow to be alongside Ukraine for the foreseeable future," commented the UK Prime Minister.

He said the coalition had "largely finished" their work on establishing such assurances "to ensure the Ukrainian people know that when this conflict ends, it ends for good."

The former US envoy, ex-President Donald Trump's representative, also took part in the discussions.

At the same time, French President Emmanuel Macron said that Ukraine's supporters had made "significant advances" at the talks.

He noted that "robust" defense assurances for Kyiv had been settled upon in the event of a potential truce.

Ukraine's leader Volodymyr Zelensky stated that a "major advance" had been made in the negotiations, but added that he would only view efforts to be "adequate" if they culminated in the conclusion of the war.

Recently, the Ukrainian leader indicated a settlement was "90% ready". Settling the remaining 10% would "determine the fate of peace, the destiny of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and defense assurances have been at the center of ongoing disputes for the parties involved.
  • Moscow has consistently stated that Kyiv's military must retreat from all of Ukraine's eastern Donbas region or Russia will seize it, refusing any concession over how to end the war.
  • The Ukrainian President has to date excluded giving up any land, but has proposed that Ukraine could pull back its forces to an designated point – but only if Russia reciprocates.

Moscow currently holds approximately 75% of the Donetsk oblast and some 99% of the bordering Luhansk. The two regions form the heartland of Donbas.

The original US-led multi-point peace plan that was circulated to the media last year was seen by Kyiv and its partners in Europe as being strongly biased in Russia's direction.

This triggered weeks of high-level negotiations – with all sides trying to amend the document.
